MONTHLY BOARD MEETING
APRIL 17, 2023

ATTENDANCE: Yolla Blair, Jim Onik, Eric Waligora, Bob Smith, Joshua Lawrence and
Thomas Wolfe.
TOWN GUEST: Town Councilman Caleb Johnson
MONTHLY BOARD MINUTES FROM MARCH 20, 2023
 There is a clarification that there were 2 additional bids for lawn care by Season’s and
Custom Cut.
 Mr. Onik made a motion to accept the minutes with the above amendment and Mr.
Wolfe seconded the motion. Motion passed unanimously.
TREASURER’S REPORT APRIL 2023
 The following bills have been paid: NIPSCO $91.26, Google $6.00, Danny G. $250.00
(reset signs on Pine Island Dr.), Flanagin’s Mail Service $59.80, USPS $7.28 (postage)
and Pekin Insurance $2,254.00.
 Redwood Lawn Care has sent a bill for the month totaling $4,728.95.
 Forever Green is paid up for the year.
 On April 10 th late assessment notices were sent to 60 homeowners.
 Collections continue with approximately 90% received.
 Austgen, Kuiper has collected $100.00.
 A check for $7.28 was received from Central Agency for postage due.
 Mrs. Blair made a motion to accept the treasurer’s report and Mr. Waligora seconded the
motion. Motion passed unanimously.
PONDS
 Both ponds are currently working. Mr. Lawrence has sent an email to Jim Donahue with
regards to lights on both fountains not functioning.
 It is estimated that it will cost approximately $350.00 to repair the fountain in Twin
Lakes pond.
 The fountain in Twin Lakes pond is running on a set schedule. The fountain at Timber
Leaf pond has been on continuously on but will be changed to a regular schedule.

COMMON AREAS AND LANDSCAPING
 A new tennis net with center strap is needed and costs approximately $250.00. Mr. Onik
made a motion to purchase the tennis net and Mr. Wolfe seconded the motion. Motion
passed unanimously.
 Mr. Onik will get an estimate to remove the fallen trees from the common area in Ms.
Faith Bernard’s yard.
 The spring walk around will take place April 29 th at 8:00am.
 Mr. Smith will meet with Redwood to show them where the split rail fences are and
location of grass cutting areas. Mr. Waligora has provided them with a map with
markings.
 Mulching of flower beds has been completed.
 Mrs. Carol Wielgos has planted some flowers by the Twin Lakes signage. Mr. Onik will
let her know that the board will reimburse her for the cost.
 Mr. Waligora will contact Wilson Property Management to ask about cleaning up the
area along the wetland area along Pine Island Dr.
COMPLIANCE
 Two homeowners at Porter and 84 th Terrace have been contacted to clean up the excess
leaf debris on their property. One of the homeowners is no longer living at the residence.
COMMUNICATIONS
 Homeowner Robin Porter is organizing the subdivision garage sale which is being held
May 27 th from 9:00- 3:00pm.
 The Kiddie Parade will be July 15 th with more details to follow.
 The spring newsletter will include reminders to park on the street and not on the grass.
Homeowners are requested to place their branches along the parkway and not place their
debris in the Commons Areas.
ARC
 There was an approval made for a fence and an approval for a porch replacement is
pending until further information is received.
 An approval was given for the building of a home in the empty lot by 85 th Ave.

ATTENDANCE: Yolla Blair, Eric Waligora, Bob Smith, Jim Onik, Tom Wolfe and Joshua Lawrence.

MONTHLY BOARD MINUTES FROM FEBRUARY 20, 2023
• Mr. Waligora made a motion to accept the minutes and Mr. Lawrence seconded the motion. Motion passed unanimously.
TREASURER’S REPORT FOR MARCH 2023
• The following bills have been paid: NIPSCO $122.20, Google $6.00, Aquatic Weed Control $1,621.05 (first half payment due 4/1), Austgen, Kuiper $56.25, State Farm Insurance $90.00 (fidelity bond), Flanagin’s Mail Service $72.11 and USPS $18.90 (postage).
• On 3/5/2023 late notices were mailed out to 168 homeowners.
• 79.2% assessments have been collected.
• Austgen, Kuiper has collected $100.00.
• Mrs. Blair made a motion to accept the treasurer’s report and Mr. Smith seconded the motion. Motion passed unanimously.
PONDS
• Mr. Lawrence has contacted Jim Donahue from Aquatic Weed Control to set up a meeting with Aqua Master with regards to the controllers for the lights on the fountains. There was a miscommunication with regards to which fountain lights were malfunctioning and Mr. Lawrence will follow up.
• The fountain in Tree Branch pond is still under warranty and the fountain in Twin Lakes pond needs to be looked at it.
• Mr. Onik will verify if both fountains were purchased from Aqua Master.
• Two signs at Twin Lakes pond are down and Mr. Onik will hire an individual to put them back into the ground. Mr. Onik made a motion to pay the individual $250.00 to complete the job and Mr. Lawrence seconded the motion. Motion passed unanimously.

COMMON AREAS AND LANDSCAPING
• Three quotes for lawn care service had been received from Season’s, Custom Cuts and Redwood Lawn and Landscape. Mr. Onik will contact our current provider Season’s to negotiate a price.
• Mr. Waligora made a motion to accept Redwood’s lawn quote if Season’s is unwilling to negotiate and Mr. Wolfe seconded the motion. Mr. Lawrence abstained from the vote. Motion passed.
• Shortly after this board meeting through email the board members agreed to accept the contract from Redwood Lawn and Landscape.
• Mr. Waligora will contact Redwood with regards to prices for mulching, bush cutting and edging of the banks.
• Mr. Lawrence made a motion for Forever Green to provide fertilization and weed control services and Mr. Waligora seconded the motion. Motion passed unanimously.
COMPLIANCE
• Code Enforcement has been contacted with regards to 2 homes at Porter pl. and 84th terrace which have debris on their property which is clogging the drain system.
COMMUNICATION
• A newsletter is in progress of being put together.
ARC
• A homeowner has requested permission to install a fence which is near a common area entrance but on the plat survey there is no marked easement or walkway. PIRCA may need to have a surveyor plot the area.

FEBRUARY 20, 2023

ATTENDANCE: Yolla Blair, Eric Waligora, Jim Onik, Tom Wolfe and Joshua Lawrence.

NO TOWN VISITORS
MONTHLY BOARD MINUTES FROM JANUARY 16, 2023
 Mr. Onik made a motion to accept the monthly minutes and Mr. Waligora seconded the
motion. Motion passed unanimously.
TREASURER’S REPORT FOR FEBRUARY 2023
 The following bills have been paid: NIPSCO $131.21 and Google $6.00.
 To avoid a dormant fee one hundred dollars was deposited into the reserve account at
Centier Bank.
 Austgen, Kuiper collected $220.37 in assessments.
 66.42% of homeowners have paid their assessments. There are 358 total payments with
81 through Cheddar Up.
 A letter was received from Nextera Energy with regards to them notifying us that they
will be replacing overhead transmission lines and it may affect power in the subdivision.
 Mr. Wolfe made a motion to accept the treasurer’s report and Mr. Waligora seconded the
motion. Motion passed unanimously.
PONDS

COMMON AREAS AND LANDSCAPING
 Mr. Waligora is waiting to receive other lawn quotes.
 Mr. Onik has contacted Season’s and is awaiting a lawn cutting quote.
 PIRCA is waiting to receive lawn fertilization quotes.
 Mr. Lawrence will notify Aquatic Weed Control of managing the weeds in the extra
riprap area at Twin Lakes pond.

COMPLIANCE
 Homeowners are encouraged to contact code enforcement with regards to trash cans
being left in front of homes.

COMMUNICATIONS
 The spring newsletter is being assembled

 Mr. Waligora gave approval for one fence replacement.
OLD BUSINESS

NEW BUSINESS
 PIRCA will begin the process of getting quotes from landscaping companies.
 Mr. Lawrence will follow up on the fountain repair.
OPEN DISCUSSION
 Mr. Kwolek expressed his disapproval of the board for giving permission to a resident to
place an aerator in Twin lakes pond. It was explained to him that the aerator was never
placed due to the mild winter weather.
 Mr. Kwolek wants PIRCA to put more effort into removing fallen trees on homeowners
properties and restoring the banks of the creeks throughout the subdivision.

passed unanimously. Meeting adjourned at 7:27pm.

 Mr. Onik made a motion to accept the minutes and Mr. Smith seconded the motion.
Motion passed unanimously.

TREASURER’S REPORT JANUARY 2023
 The following bills were paid: NIPSCO $122.55 and Google $6.00
 Our attorney collected $150.00 ($118.74 for cost recovery and $31.26 for assessment
payment).
 As of this date 43.6% of homeowners have paid their assessments (235 households).
 47 homeowners utilized Cheddar Up to make their payment.
 The 2022 year end budget finished with a balance of $47,251.01.
 Mrs. Blair made a motion to accept the treasurer’s report and Mr. Smith seconded the
motion. Motion passed unanimously.

DECEMBER 19, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Tom Wolfe, Jim Onik, Eric Waligora and Joshua Lawrence.

MONTHLY BOARD MINUTES FROM NOVEMBER 21, 2022
Mr. Smith made a motion to accept the minutes and Mr. Onik seconded the motion. Motion passed unanimously.

TREASURER’S REPORT DECEMBER 2022
The following bills were paid: NIPSCO $792.04, Google $6.00, Season’s $2,140.00, Flanagin’s Bulk Mail Service $220.63 (mail 2023 assessments), and Wilson Property Management $1,865.00.
Approximately 17% of assessments have been paid.
The 2023 contract submitted from Aquatic Weed Control has been received and the cost increased by 5%. The total amount is $3,030.00.
The meeting room at Schererville Town Hall has been reserved for the 2023 annual meeting. The date is October 17, 2023 from 6:30 – 8:30pm.
Mr. Waligora made a motion to accept the treasurer’s report and Mr. Wolfe seconded the motion. Motion passed unanimously.

PONDS
Resident Derek Brownewell has asked for permission to place an aerator in Twin Lakes pond and it has been approved.

COMMON AREAS AND LANDSCAPING
Wilson Property Management completed the removal, stump grinding and cleanup of 2 apple trees in north common area and removal, cleanup of dead oak tree at
8658 Durbin Ln.

COMPLIANCE
There was a complaint from a homeowner with regards to a television set at the curb on Mathews St. and it has been removed.

OPEN FORUM
Mr. Flores has been a resident since 1987 and wanted to thank the Board for all that they have done. He stated that it was bargain what residents pay in assessments and what is accomplished within the subdivision. He was thanked for his kind words.
