2015 April Meeting Minutes

PINE ISLAND RIDGE COMMUNITY ASSOCIATION

MONTHLY BOARD MEETING

APRIL 20, 2015

 

ATTENDEES: Yolla Blair, Judy Elliott, Don Guske, Ron Hahn, Cindy Ferrini, Sharon Moore, Dave Kwiatkowski, Elizabeth Sengupta, Cheri Aleksic, Ivone Palus, Steve Hodges, and John Brock. President Hodges received a proxy from Bob Smith.

TOWN VISITOR: Commander Brian Neyhart of SPD.

  • TOWN VISITOR

Commander Neyhart presented information on the following:

  • On the night of April 18th, shots were heard by residents. An officer was putting down an opossum that was by Timberleaf Pond.
  • Residents should call SPD if concerned about non-residents being on the ponds. SPD will not voluntarily stop individuals to question their residency.
  • S. 41 business corridor has experienced multiple thefts recently which may be partially due to the start of warmer weather in the area.
  • Board acknowledged seeing increased presence of police patrol in the subdivision. Commander Neyhart states that refigured coverage of areas for officers based on manpower rather than geographical area is the reason.
  • There will be 3 SPD officers retiring this year so there will be an emergency hiring. One officer will possibly be hired by July and 2 others are graduating from the academy July 10th.

 

  • MINUTES FROM MARCH 16, 2015 BOARD MEETING
  • Judy Elliott’s name appears twice under attendees. It should read that Ron Hahn’s proxy was received by Judy Elliott.
  • Vice President Palus made a motion to accept the minutes with the above amendments, and Sharon Moore seconded the motion. Motion passed unanimously.
  • TREASURER’S REPORT FOR APRIL 20,2015
  • 22 assessments are unpaid and our attorney will be sending these homeowners a notice.
  • One unpaid assessment is from a homeowner that has a bench warrant against them. Question was raised as to whether a police officer from the subdivision would be able to arrest them. No conclusion.
  • Payment has been made for removal of ash trees for the month of April.
  • Half payment of pond control maintenance was sent and the other half will be due in August.
  • Yolla Blair made a motion to accept the treasurer’s report and Cindy Ferrini seconded the motion. Motion passed unanimously.

 

  • COMMITTEES:

Commons Areas/Landscape

  • Sand bags have been replaced for resident’s portable basketball stand.
  • An ash tree has fallen into Tree Branch Pond.

ACTION: Sharon Moore to follow up with tree cutting service to have it removed. Additionally, she will verify with the company that they are removing tree branches along with the trunks. Complete by next meeting.

  • The requested paperwork for damage at Twin Lakes has been submitted but check has not been received.

ACTION: President Hodges to check on claim status. Complete by next meeting.

Spring walk around was completed with the following observations:

  • Several stakes which hold down the edging around the playground equipment are coming up.

ACTION: Ron Hahn volunteered to pound the stakes back into the ground. Complete when ground softens.

  • Season’s Landscaping to add mulch in both playground areas after Memorial Day.
  • Rut and low areas in both commons areas to filled in by Season’s Landscaping.
  • Additional pea gravel to be applied to area in south commons area.
  • Season’s Landscaping was asked to cut in closer towards the ditch in the north commons area.
  • Season’s Landscaping asked to fill in ruts and move rock back in place by Timberleaf Pond. Completed
  • Shrubbery to be added to damaged area at TWIN Lakes. Completed
  • Season’s Landscaping asked to clean up as much as possible the broken glass in the grass from the car accident at Twin Lakes.
  • Resident at 8497 W. 89th asked about possibility of having trees trimmed on path of commons area.

 

Ponds

  • An eight foot pine tree on the bank of Tree Branch Pond is down.

ACTION: Dave Kwiatkowski and others will assist him in trying to save the tree by staking it or if not salvageable then remove. Complete by next meeting.

 

Playgrounds

  • PIRCA is ineligible for Crown Point Foundation Grant because it is a corporation.
  • Don Guske has set up an appointment for the playground inspection which will take place April 24th at 10:00am.

 

ARC

  • No new business.

 

Compliance (Homeowner’s Issues/Problems):

  • Front yard satellite dish has been removed.
  • Code Enforcement Officer DeCero has been attempting to drive daily through the subdivision. Removal of garbage cans from front yards is an ongoing process.
  • DeCero suggested that pertinent ordinances should be listed in our newsletters.
  • On 85th there has been a boat parked in the driveway.
  • 5180 W. 86th has a van that is up on blocks in their driveway.

ACTION: Sharon Moore to send second letter to homeowner at 8579 Burr St. with regards to commercial vehicle being parked in driveway.

ACTION: Vice President Palus to send letter to apartment managers to remind their residents that the ponds and commons areas are private property.

 

Communications

  • New homeowner at 8485 Pine Island Dr. has received welcome packet.
  • Next newsletter will be sent in August.

ACTION: Vice President Palus will check on minimum requirement and cost for printing additional phone directories. Complete by next meeting.

  • Monthly meeting minutes are up to date on the website.

ACTION: Board members to send Dave ideas for messages on the scroll bar by April 24th.

 

Special Events

  • Buns and cakes have been donated for the Kiddie Parade. Gelsosomo’s Pizza will be asked for a donation.

ACTION: Cheri to draft flyer for Kiddie Parade. Complete by next meeting.

 

  • OLD BUSINESS
  • There is a need for volunteers for the Board. This will be posted on the website.

 

  • NEW BUSINESS
  • Question for attorney as to whether assessments can be changed to a flat rate.

ACTION: If there are any other questions with regards to by-laws or covenants, send them to President Hodges by May1st. If there are other questions then they will be submitted to our attorney ahead of time and the Board will have him present the answers at a monthly board meeting. If no other questions other than about a flat rate then President Hodges and Treasurer Brock will meet with the attorney and have him provide a written response.

  • Cheri Aleksic made a motion to adjourn the meeting and Don Guske seconded the motion. Motion passed unanimously. Meeting adjourned at 8:44pm.
