PINE ISLAND RIDGE COMMUNITY ASSOCIATION
MONTHLY BOARD MEETING
JANUARY 15, 2024

ATTENDANCE: Yolla Blair, Jim Onik, Eric Waligora, Bob Smith, Joshua Lawrence and Thomas Wolfe.

NO TOWN VISITORS

MONTHLY BOARD MINUTES FROM DECEMBER 18, 2023
• Mr. Waligora made a motion to accept the minutes and Mr. Smith seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR JANUARY 2024
• The following bills have been paid: NIPSCO $56.58, Google $6.00, and Austgen,Kuiper $912.50 (filings) and Redwood Landscaping $3,428.70 (outstanding bill for landscape refresh).
• Redwood Landscaping submitted an invoice of $4,720.82 for seasonal maintenance. There was no explanation for what work was completed. Mr. Onik will contact them for clarification.
• Mr. Onik has requested that Mr. Kuiper’s office keep the association board informed of the progress of outstanding collection efforts.
• The 2023 tax report has been filed with the accountant.
• Mr. Lawrence made a motion to accept the treasurer’s report and Mr. Waligora seconded the motion.

PONDS
• No business to report.

COMMON AREAS AND LANDSCAPING
• Suburban Landscaping quoted a price of $140.00 per cut to mow the area off of 93rd Ave.
COMPLIANCE
• A complaint was received from a homeowner about signs placed throughout the subdivision offering to pay cash for homes. The homeowner felt the signs degraded the subdivision and was given permission to remove the signs.
• The leaves at the residence on Porter Pl. have been removed.

• Mrs. Blair made a motion to adjourn the meeting and Mr. Smith seconded the motion. Motion passed unanimously. Meeting adjourned at 7:13 pm.

2023 December Meeting Minutes

DECEMBER 18, 2023

ATTENDANCE: Yolla Blair, Thomas Wolfe, Eric Waligora, Joshua Lawrence, Bob Smith and Jim Onik.

TOWN GUEST: Town Councilman Caleb Johnson

MONTHLY BOARD MINUTES FROM NOVEMBER 20, 2023
Mr. Waligora indicated that the quote from Suburban Landscaping is per month, not cut.
Mr. Wolfe made a motion to accept the monthly minutes with the above amendment and Mr. Onik seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR DECEMBER 2023
The following bills have been paid Google $6.00, Flanagin’s Mail Service$252.44 (postage and handling of assessments) and Aquatic Weed Control $920.00 (removal, cleaning, storage, and reinstallation of both fountains).
Austgen, Kuiper has recovered $650.00 in past due assessments.
Aquatic Weed Control contract for 2024 is $3,306.30. Half would be due in the spring and the other half in the summer. Mr. Lawrence made a motion to accept the contract and Mr. Smith seconded the motion. Motion passed unanimously.
Mr. Waligora made a motion to accept the treasurer’s report and Mr. Wolfe seconded the motion. Motion passed unanimously.

PONDS
No business to report.

COMMON AREAS AND LANDSCAPING
Mr. Onik has suggested that we consider maybe cutting the area off of 93rd Ave at least once or twice a month or as needed during the summer to save on costs.
Mr. Waligora will try to obtain a quote from Yellowstone Landscaping and Mr. Onik will try to obtain a quote from Suburban Landscaping

COMPLIANCE
The residence that Mr. Kwolek was referencing about at last month’s meeting has actions filed against it by the town of Schererville and have until Spring to remedy the situation.
Councilman Johnson stated that he has asked the Code Enforcement Officer to make more frequent rounds in the subdivision and he stated that he is in our area every day.

COMMUNICATIONS
No new business.

ARC
Homeowners with roofing issues that would entail partial replacement should try to closely match the existing shingles.

Mr. Waligora made a motion to adjourn, and Mrs. Blair seconded the motion. Motion passed unanimously. The meeting adjourned at 7:21pm.

HOMEOWNERS: Vera Lippie and Jeff Kwolek.

TOWN GUEST: Town Councilman Caleb Johnson

MONTHLY BOARD MINUTES FROM OCTOBER 17, 2023
 Mr. Waligora made a motion to accept the monthly minutes and Mr. Wolfe
seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR NOVEMBER 2023
 The following bills have been paid: NIPSCO $800.82 (11/3/2023), NIPSCO
$352.00 (12/7/2023), Google $6.00, Austgen,Kuiper $75,00, Carol Wielgos
$74.42 (flowers) and Joshua Lawrence $10.00.
 Austgen, Kuiper collected $1,474.54 ($1,311.92 assessment, $237.48
recovered fees).
 Cheddar Up is charging $120.00/year to accept e-checks. Only 13% of
homeowners used e-checks during collection of assessments. The board
has decided to continue using the free program and stop offering
acceptance of
e-checks.
 A room at the Schererville Town Hall has been reserved for next year’s
annual meeting which will be held October 22, 2024.
 Mr. Smith made a motion to accept the treasurer’s report and Mr. Waligora
seconded the motion. Motion passed unanimously.

PONDS
 The fountains have been removed from the ponds. Maintenance on them
will need to be completed prior to placing them back into the pond.

COMMON AREAS AND LANDSCAPING
 Quotes for lawn care have been received from Suburban Landscaping
($25,800.00 total, $3,225.00/ month) and Yellowstone ($35,000.00 total). The
board is waiting to receive a third quote.
 Forever Green quoted $3,514.25 for fertilizer/ weed control.
 The limbs have been removed near the walkway of the south commons
area.
 It has been reported that split rail fences have taken down and will need to
be replaced.

COMPLIANCE
 A home on Porter Pl. has excessive leaves that have accumulated on the
property. It is unsure if anyone is residing there at this time. Mr. Lawrence
made a motion to send a second letter of compliance. The homeowner will
have 2 weeks after receiving the letter to clean up the area and if this is not
done then PIRCA will hire someone to complete the job. The bill will be
sent to the homeowner. All members approved of the decision.
 Councilman Johnson stated he will contact the appropriate town
department to address removal of a stump at the corner of 84 th Terrace.

NEW BUSINESS

 Mr. Wolfe suggested that at the annual meeting the Board should sit closer to the
homeowners. Councilman Johnson suggested that a table can be placed on the
main floor. The suggestion will be considered.
 Mr. Lawrence has requested that the board members look over the bylaws to
possibly amend the issue dealing with repeat offenders and the consequences.

OPEN DISCUSSION
 It was decided at last month’s meeting that in order to save on lawn care
cost the plot of land on 93 rd street would not be mowed. Mr. Kwolek
expressed his concern of this decision and stated that children play in that
field. His suggestion was to not return the fountains to the ponds and
continue mowing the area. Mrs. Lippie was concerned with rodents in the
area if it is not mowed.
 Mrs. Lippie expressed her concern over some homeowner’s lack of upkeep
of their properties. The board does not have any regulation over this unless
it becomes a nuisance or hazard. It was suggested that homeowner’s need
to contact the town compliance officer with their concerns.
 Mr. Kwolek stated that he has a neighbor whose home has been in disarray
for at least the last 5 years and requested that Mr. Lawrence come by to
take a look at it. Mr. Kwolek provided a specific address to Mr. Lawrence
he will take time to check out the situation.
 Mrs. Lippie asked if the homeowners were notified of the amended laws
and Mr. Lawrence explained that according to our attorney, we only needed to
post them on our website.

ADJOURN
 Mr. Smith made a motion to adjourn, and Mr. Onik seconded the motion. Motion
passed unanimously. The meeting adjourned at 7:35pm.

2023 Annual Meeting Minutes

PINE ISLAND RIDGE COMMUNITY ASSOCIATON

ANNUAL MEETING
OCTOBER 17, 2023

ATTENDANCE: Joshua Lawrence, Eric Waligora, Jim Onik, Yolla Blair, Bob Smith and
Thomas Wolfe.
TOWN VISITOR: Town Councilman Caleb Johnson.
There are 22 homeowners present and 5 proxies were received.
The meeting was called to order at 7:00pm by President Joshua Lawrence. He outlined the
purpose of the annual meeting which includes presenting the 2024 budget. The main projects for
this year had been the removal of dead trees/shrubs and upkeep of the common areas.
Town Councilman Caleb Johnson was introduced and homeowners were offered the opportunity
to ask him any questions they had at this time.
 The property on the east side of Burr St. near 77 th was being cleared because a resident
will be building a home and barn in that area.
 There is concern for potential accident at entrance of Burr Ridge subdivision due to the
road being hilly and difficulty seeing the entrance. Ms. Christy suggested placing road
sign indicating entrance.
Mr. Onik presented the proposed 2024 budget with changes from last year. Lawn care is the
largest line item and the board is gathering quotes. The board does attempt to get 3 quotes and
contracts are yearly. Line items insurance and postage have increased and welcome packets have
been removed.
The proposed assessment would $135.00 which is a $10.00 increase from last year. Mr.Lawrence
requested a vote to approve the 2024 budget. All homeowners voted yea to approve the budget
except Mr. Godoy voted nay. The 2024 budget passed.
Mr. Lisak asked about placing a fountain in Tree Branch pond but it was explained that the water
level is too shallow and the peninsula is an issue. This pond was created as a detention pond.
Mrs. Wielgos stated that the riprap placed around Twin lakes pond has prevented further erosion
of the land.
Homeowner Robin Porter has organized the Kiddie Parade for the last few years and and any
assistance from others would be appreciated.

The board would welcome individuals to volunteer their time to assist with projects within the
subdivision.
Mrs. Putzell expressed concern for garbage along curb off of Rte 30 and Pine Island Dr.
Councilman Johnson stated that he should be called and he would be able to contact the
necessary department to clean up the area.
Mr. Lawrence and Mrs. McGillen thanked Mrs. Wielgos for her time planting the flowers at the
entrance signs.
Mrs. Putzell stated she is a voter registrar and had absentee ballots available for any individuals
interested.
A sign prohibiting motorized vehicles in the north common area has been posted and others will
be posted.
The condition of the bridge at Clark St has been monitored each year during the spring walk
around.
Mr. Lisak made a motion to adjourn and Ms. Christy seconded the motion. Motion passed
unanimously. Meeting adjourned at 7:30pm.

2023 October Monthly Meeting

NO TOWN VISITORS
MONTHLY BOARD MINUTES FROM SEPTEMBER 18, 2023
 Mr. Smith made a motion to accept the minutes and Mr. Waligora seconded the motion.
Motion passed unanimously.
TREASURER’S REPORT FOR OCTOBER 2023
 The following bills have been paid: NIPSCO $938.57, Google $6.00, CR Publications
$270.00 (newsletter and playground sign), Flanagan’s Mail Service $75.03 (postage and
handling of newsletters), Forever Green $739.66 prepaid, Austgen Kuiper $56.25 and
Dave Kwiatkowski $150.00 (tree clean up and sign installation).
 Homeowner Brian Tomson was reimbursed $1,475.00 for overpayment of assessment.
 Forever Green Service Agreement quote for 2024 has been received and amounts to
$3,514.25 which is a $334.67 increase.
 Mr. Waligora made a motion to accept the treasurer’s report and Mr. Smith seconded the
motion. Motion passed unanimously.
PONDS
 The board is awaiting 2024 lawn care quotes from Redwood and Yellowstone.
 The breaker for the Twin Lakes fountain has been reset after heavy rains in the area.
 Both fountains will be removed from the ponds sometime within the next few weeks.
COMMON AREAS AND LANDSCAPING
 Mr. Waligora has spoken to the resident who contacted the board with regards to cut
branches that were not removed. Redwood has been contacted and will be removing the
branches on 10/18/2023.

COMPLIANCE
 There have been general complaints about unmowed yards. Mr. Lawrence has explained
the process of contacting code enforcement.

COMMUNICATIONS
 No business to discuss.
OLD BUSINESS
 Alberto Maldonado is a handyman that the board is considering to perform simple jobs
within the subdivision.

 No business to discuss.

 Mrs. Blair made a motion to adjourn and Mr. Waligora seconded the motion. Motion
passed unanimously. Meeting adjourned at 6:42pm.
 The next monthly board meeting is November 20, 2023- 7:00pm at Rosati’s.
