PINE ISLAND RIDGE COMMUNITY ASSOCIATION
MONTHLY BOARD MEETING
JUNE 20, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Eric Waligora, Joshua Lawrence and Jim Onik

NO TOWN VISITORS

MONTHLY MEETING MINUTES FROM MAY 16, 2022
Mr. Smith made a motion to accept the minutes and Mr. Waligora seconded the motion. Motion passed unanimously.

TREASURER’S REPORT
The following bills were paid: NIPSCO $379.60, Google $6.00, Lakefront Solutions $28,400.00 (second payment), Pekin Insurance $2,586.00 (umbrella liability insurance),
USPS $198.00 (P.O. Box annual renewal), Season’s $3,142.00 (5/31 invoice) and $1,500.00 (6/10 invoice).
There are 25 unpaid assessments and legal action has been taken against the homeowners. Currently there is 95% compliance with payment of assessments.
$150.00 was collected from Austgen, Kuiper ($104.35 assessment, $45.65 cost recovery).
Mr. Waligora made a motion to accept the treasurer’s report and Mrs. Blair seconded the motion. Motion passed unanimously.

PONDS
The riprap has been completed around Twin Lakes pond and individual board members have received positive feedback on it.
Some of the lights on the fountain at Twin Lakes pond are not working and will need to check if it is under warranty.

COMMONS AREA AND LANDSCAPING
Season’s will need to be reminded to clean up the flower beds near the entrance signs especially the one off of Burr St.

COMPLIANCE
Code enforcement has resolved the issue with the chicken coop. There is still a smaller one but it is to be removed soon.
The overgrown grass at the home on Mathew St. has been mowed.
There was the issue of the homeowner on Burr St. who has been selling lawn mowers from his front yard for many years now. According to Town Manager Volkmann this allowance has been grandfathered in by the town. Mr. Waligora made a motion for the board to grandfather in this business and Mr. Onik seconded the motion. Motion passed unanimously.

COMMUNICATIONS
No new business.

SPECIAL EVENTS
The Kiddie Parade is July 16th and is being organized by homeowner Robin Porter.
Mr. Lawrence will contact her with regards to getting further details about it.

ARC
There have been approvals given for a fence, shed and deck replacement.

OLD BUSINESS
There has not been a response from the homeowners whose landscaping company had dumped branches in the north common area. They were sent a notice by mail and were to respond within 10 days. Individuals will be hired to clean up the mess and a bill will be sent to the homeowners.
Mr. Lawrence did not have a chance to speak with our attorney with regards to renters in the subdivision. He will attempt to complete this by next meeting.

NEW BUSINESS
Mr. Lawrence will set up an auto response system for emails that are sent to the board. It will be set up to let individuals know there will be a 2 business day response.

ADJOURN
Mr. Smith made a motion to adjourn and Mr. Lawrence seconded the motion. Motion passed unanimously. Meeting adjourned at 7:37pm.

MONTHLY BOARD MEETING
MAY 16, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Eric Waligora, Thomas Wolfe, Joshua Lawrence and
Jim Onik.

NO TOWN VISITORS

MEETING MINUTES FROM APRIL 18, 2022
 Mr. Waligora made a motion to accept the monthly minutes and Mr. Lawrence seconded
the motion. Motion passed unanimously.

TREASURER’S REPORT FOR MAY 2022
 The following bills have been paid: NIPSCO $433.01, Google $6.00, Flanagin’s Mail
Service $112.61 (newsletter), Horse’s Landscaping $679.45 (1 ton of rubber mulch),
Louie Pastore and Max Pastore each paid $200.00 for labor to distribute the rubber
mulch, Season’s $1,942.00, Pekin Insurance $2,261.00 (liability insurance), Austgen,
Kuiper $216.00 and Wilson Property maintenance $3,170.00 (north common clean up).
 There are 30 unpaid assessments.
 An additional $150.00 has been collected by Austgen, Kuiper ($110.00 for assessment
and $40.00 cost recovery).
 Mrs. Blair made a motion to accept the treasurer’s report and Mr. Smith seconded the
motion. Motion passed unanimously.

PONDS
 Mr. Onik had asked for a quote from Lakefront Solutions on replacing riprap around
Timber Leaf pond. An issue with that project is how to transport the stone to the areas
because of the incline around the pond.
 Public Works Director of Schererville reported that he did not see any blockages in the
culvert by Twin Lakes pond.

COMMON AREAS AND LANDSCAPING
 Season’s was found in violation of illegally using weed killer on our grounds by the State
of Indiana Chemist Department.
 Mr. Waligora will assist with obtaining bids for the subdivisions lawn care.
 Mr. Onik presented a letter to the board that he will be sending to the homeowners at
4922 W. 86 th Pl. Their landscaping company was seen dumping debris into the creek
behind their home and when confronted by a board member they failed to remove the
debris. They have ten days from the date of the letter to remove the debris or they will be
sent a bill for the clean up.

COMPLIANCE
 Code Enforcement Officer DeCero has given notice to the homeowner’s at 8944
Mathews St. that they are in violation of a town ordinance and PIRCA’s bylaws by
having a chicken coop. The board will follow up to make sure the homeowners are
compliant.
 Mr. Lawrence has spoken with Town Councilman Caleb Johnson with regards to the pet
ordinances and what is allowed.
 The overgrown grass at 8736 Mathews St. has been cut.
 Mr. Waligora has received a complaint from a homeowner about their neighbor (8799
Burr St.) repairing/selling lawn mowers from their front yard. There is a question as to
whether the town of Schererville is giving out business licenses for residential areas.
Mr. Waligora will contact the homeowner and request that they send a written complaint
to the board.
 Mr. Lawrence will contact the town for information on business compliance within
residential areas.

COMMUNICATIONS
 The signs for the subdivision garage sale have been posted.

ARC
 Mr. Lawrence has spoken with Mr. Onik with regards to contacting the Planning
Commission to clarify that even if a homeowner is replacing an existing structure they
still need approval from our committee to verify property and easement lines.

 Mr. Lawrence will speak to a town official with regards to homeowners placing metal
stakes along their property line by the street. This may pose a safety issue.

NEW BUSINESS
 A concern was brought up with regards to individuals renting out their homes. It is
currently allowed and homeowners have to notify the board that they are renting and
provide a copy of the bylaws and covenants to the renters.
 Mr. Smith made a motion to contact our lawyer’s to ask if anything could be done to
detract homeowners from renting out their homes in the subdivision and MR. Lawrence
seconded the motion. Mr. Onik and Mr. Thomas oppose the motion. Motion carried.

OLD BUSINESS
 No business to discuss.

NEW BUSINESS
 Mr. Lawrence made a motion to remove Neal Kostelyk from the board since he has
expressed a lack time in being available to participate on the board. Mr. Onik seconded
the motion and it passed unanimously.

ADJOURN
 Mr. Lawrence made a motion to adjourn and Mr. Waligora seconded the motion. Motion
passed unanimously. Meeting adjourned at 8:10pm

2022 April Meeting Minutes

 MONTHLY BOARD MEETING
 APRIL 18, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Eric Waligora, Joshua Lawrence, Jim Onik and Thomas Wolfe.
NO TOWN VISITORS
MEETING MINUTES FROM MARCH 21, 2022
 An amendment to the minutes is made to correct that Mr. Onik would be contacting the Public Works director to join us for the spring walk around.
 Mr. Onik made a motion to accept the minutes with the above amendment and Mr. Smith seconded the motion. Motion passed unanimously.
TREASURER’S REPORT
 The following bills were paid: NIPSCO $110.72, Google $6.00, Flanagin’s Mail Service
$48.50, and Austgen, Kuiper $135.00.
 93% of assessments have been paid.
 24% of homeowners paid through Cheddar Up.
 50 late notices were sent out on April 5 th .
 60% of email addresses have been provided to PIRCA.
 $100.00 was collected from Austgen, Kuiper.
 Mr. Waligora made a motion to accept the treasurer’s minutes and Mr. Smith seconded the motion. Motion passed unanimously.
PONDS
 The project at Twin Lakes pond has begun. Mr. Lawrence expressed concern with the grading of the banks but there is supposed to be a J hook at the bottom to hold the rocks in place. Period checks will need to be done to check on the progress.
COMMON AREAS AND LANDSCAPING
 The spring walk around was completed on April 19 th .
 Mr. Waligora cleared 3 blockages in the creek running through the north commons area.
It needs to be verify whether the town will come through to clear up the area,
 Mr. Onik stated that it would cost $400.0 for 200lbs of rubber mulch. Shipping costs is $280.00. Mr. Onik stated that he would be able to have two individuals spread the mulch for $400.00. Mr. Lawrence made a motion to purchase the rubber mulch and deliver it to the south commons area and Mr. Onik seconded the motion. Motion passed unanimously.
 Mr. Lawrence made a motion to proceed with having the 2 individuals spread the mulch for under $500.00 and Mr. Wolfe seconded the motion. Motion passed unanimously.
 Mr. Waligora to contact Wilson Property Management about removal of the fallen tree limb on the crabapple tree in the north commons area.
 Mr. Lawrence or Mr. Onik will try to get an estimate from Lakefront Solutions on placing riprap in the bare spots around Timber Leaf pond.
 PIRCA is expecting a report from the State of Indiana Chemist with regards to weed killer being illegally placed around the ponds.
 Mulching in flower beds around Twin lakes is on hold for now until completion of project.
COMPLIANCE
 Mr. Lawrence spoke with a homeowner whose residence borders up to the south commons area with regards to their repairing their downed fence.
 Mr. Lawrence will contact Public Works with regards to homeowners having metal spikes in the ground along the street borders and ask them to remove them.
COMMUNICATION
 Mr. Onik will provide information on the Kiddie Parade to the newsletter with a tentative date of July 16, 2022. Participating residents will be asked to register their children through the PIRCA Facebook page. Robin Porter who is organizing the event has asked if
she can have $1,500.00 for the event for prizes and food. Mr. Smith made a motion to increase the Kiddie Parade budget to $1,200.00 and Mr. Wolfe seconded the motion.
Motion passed unanimously.
 The subdivision garage sale will be held May 28 th from 8-2pm.
 Mr. Onik presented a rough draft of the spring newsletter. Mr. Waligora made a motion to accept the newsletter and Mrs. Blair seconded the motion. Motion passed unanimously.

 No new business.
OLD BUSINESS
 Our attorney will be contacting the assessor’s office with regards to the ownership of the walkway off of Clark St.

NEW BUSINESS
 No new issues.

MONTHLY BOARD MEETING
MARCH 21, 2022

ATTENDANCE: Eric Waligora, Jim Onik, Joshua Lawrence and Yolla Blair

NO TOWN VISITORS

MONTHLY BOARD MINUTES FROM FEBRUARY 21, 2022
 Mr. Waligora made a motion to accept the minutes and Mr. Onik seconded the motion.
Motion passed unanimously.

TREASURER’S REPORT MARCH 2022
 The following bills have been paid: NIPSCO $110.18, Google $6.00, website renewal $287.76, Flanagin’s Mail Service $124.44, State Farm Insurance (Fidelity bond) $90.00, Austgen,Kuiper $75.00, Aquatic Weed Control (1/2 payment of contract) $1,543.48 and 4 boxes of checks $41.78.
 85% of assessments have been paid. Late assessment notices totaling 152 were mailed out on March 5 th .
 An additional $100.00 was received from Austgen, Kuiper.

PONDS
 Mr. Onik will meet with a representative from Lakefront Solutions on March 22 nd to sign the contract. He will also point out to them the cable lines for the fountain which is near where they will be working so that they are cautious not to disturb them.
 Homeowner Dave Kwiatkowski has contacted the board through email and sent pictures of a beaver dam being built at Tree Branch pond. This will be forwarded to the Director of Public Works.

COMMON AREAS AND LANDSCAPING
 Town Councilman Johnson had spoken to Commissioner Jerry Tippy about the walkway off of Clark Pl. which was thought to be on a tax sale list. This is not the case, the issue is that the Calumet Basin fee has not been paid since 2018. This matter will be turned over to our attorney to find out our options.
 The spring walk around is scheduled for April 9 th at 9:00am. Mr. Onik will contact the Director of Public Works to join us.
 Wilson Property Management is still slated to clean up the north common area when the weather improves.

COMPLIANCE
 A letter of compliance has been sent to the homeowner with the metal shed on the side of his home. He was asked to comply with screening in his shed so that it cannot be seen from the street and he has not abided by that agreement.

COMMUNICATION
 Mr. Onik will put together a newsletter and ask for assistance from board member Thomas Wolfe.

ARC
 A homeowner will be putting up a fence within the current existing lines.

OLD BUSINESS

NEW BUSINESS
 No business to discuss.

MONTHLY BOARD MINUTES FROM JANUARY 17, 2022
Mr. Onik made a motion to accept the minutes and Mr. Waligora seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR FEBRUARY 2022
The following bills have been paid: NIPSCO $76.78, Google $6.00 and
Karen Robbins $250.00 for preparation and filing of 2021 taxes.
68% of home assessments have been paid. Late notices will be sent out to the remaining homeowners.
Mr. Wolfe made a motion to accept the treasurer’s report and Mr. Waligora seconded the motion. Motion passed unanimously.

PONDS
Mr. Onik will contact Lakefront Solutions with regards to the contract and possible start date. Only a proposal has been received.
Resident Derek Brownewell wanted to make the board aware that the culvert that separates Twin Lakes pond and the other pond may have collapsed. There are believed to be 4-5 culverts that flow between the two ponds.
Councilman Johnson stated that he has previously walked that area and stated an individual named Andy Young owns the channel and the pond area on the other side of Twin Lakes pond.

COMMON AREAS AND LANDSCAPING
Councilman Johnson wanted to make the board aware that the pathway off of Clark Pl. is up for tax sale. He advised us to contact Commissioner Jerry Tippy in order to remove it from the tax sale list.
Any further tree cutting has been delayed due to the inclement weather.

COMPLIANCE

COMMUNICATION
No new business.

ARC
Homeowner on Durbin Ln. requesting permission to put up a fence and plat survey is needed prior to approval.

OLD BUSINESS

OPEN DISCUSSION
The Pennsey Trail is being extended towards the intersection of Burr and 91st Ave. A request has been submitted to straighten the road so that it will lay more in a 90 degree angle.
The new fire station has not opened due to delays in NIPSCO putting in their gas lines.

Mr. Waligora made a motion to adjourn the meeting and Mr. Onik seconded the motion. Motion passed unanimously. Meeting adjourned at 7:38pm.
