PINE ISLAND RIDGE COMMUNITY ASSOCIATION
MONTHLY BOARD MEETING
NOVEMBER 20, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Eric Waligora, Joshua Lawrence and Jim Onik.
HOMEOWNERS: Alice Norton, Bruce Norton and Jonathan Shute.

MONTHLY BOARD MINUTES FROM OCTOBER 17, 2022
Redwood was incorrectly listed as the company that provided a quote for landscaping. Forever Green is the correct company.
Mr. Waligora made a motion to accept the minutes with the above amendment and
Mr. Smith seconded the motion. Motion passed unanimously.

TREASURER’S REPORT NOVEMBER 2022
The following bills were paid: NIPSCO $332.61(11/4/2022 payment), Google $6.00, Austgen, Kuiper $7.82(sent registered mail), Season’s $3,142.00 and Aquatic Weed Control $900.00(removal and storage of fountains).
Mr. Smith made a motion to accept the treasurer’s report and Mr. Lawrence seconded the motion. Motion passed unanimously.

PONDS
The fountains have been removed from both ponds.

COMMON AREAS AND LANDSCAPING
Mr. Waligora received a quote from a lawn care service which charges $3,200.00 per cut.
Mr. Waligora has done a walk around the common areas and has noticed in some cases homeowners are cutting the grass in the common area near their property and other areas have become overgrown.
The Public Works Director of Schererville needs to be contacted with regards to downed trees in the creeks along Durbin Lane.

COMMUNICATIONS
The next newsletter will include a reference for homeowners to contact the Public Works Dept. when they notice a blockage along the creeks and in the ponds.
ARC

OLD BUSINESS
No business to discuss.

NEW BUSINESS
Homeowner Mrs. Wielgos had planted mums by the entrance signs and they were stolen. Mr. Onik made a motion for the board to compensate her for the purchase and planting of the plants by giving her $100.00 and Mr. Lawrence seconded the motion. Motion passed unanimously.
Mr. Onik made a motion for the October board meetings to be held on the same day as the annual meeting and Mr. Lawrence seconded the motion. Motion passed unanimously.
Mr. Lawrence made a motion for the present board members to remain at their current positions as there were no other volunteers for the positions and Mr. Waligora seconded the motion. Motion passed unanimously. The positions will remain as follows: President Joshua Lawrence, Vice President Eric Waligora, Treasurer Jim Onik and Secretary Yolla Blair.

OPEN DISCUSSION
Mr. and Mrs. Norton have a downed tree in their backyard which originates from the common area. Mr. Waligora will contact Wilson Property Management to remove the tree. At that time they will also be requested to remove 2 dead crab apple trees in the north common area behind 86thPl.
Mr. Norton stated there was damage to his property from the downed tree and asked if he could be compensated for it. Mr. Lawrence stated that he had previously spoken with our attorney and PIRCA is not responsible for damages caused by natural disasters unless the association is negligent and did not address a hazardous situation. Mr. Norton states that he had sent us prior emails with regards to the tree before it came down but PIRCA has not found any prior emails.
Mr. Shute has a tree on his property that has fallen over into the creek. The board members reviewed his plat survey and it showed that the tree originates on Mr. Shute’s property so he is responsible for its removal.
Mr. Shute requested that Mr. Waligora have Wilson Property Management provide him a quote for the tree removal when they are here to remove the tree at the Norton’s property. Mr. Shute will forward his address and phone number to the board to be provided to Wilson Property Management.

ADJOURN
Mrs. Blair made a motion to adjourn and Mr. Waligora seconded the motion. Motion passed unanimously. Meeting adjourned at 7:32pm

2022 October Meeting Minutes

MONTHLY BOARD MEETING
OCTOBER 17, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Joshua Lawrence, Jim Onik and Eric Waligora.

NO TOWN VISITORS

MONTHLY BOARD MINUTES FROM SEPTEMBER 19, 2022
Under old business it was clarified that renters in the subdivision are responsible for following the by-laws and covenants.
Mr. Waligora made a motion to accept the minutes with the above amendment and Mr. Smith seconded the motion. Motion passed unanimously.
TREASURER’S REPORT OCTOBER 2022
The following bills have been paid: NIPSCO $876.31, Google $6.00, Austgen, Kuiper $67.50 and Season’s $3,142.00.
Payment for the north commons area culvert cleanup was $200.00.
An additional $250.00 was collected and a continuous $100.00 payment from Austgen, Kuiper.
Mr. Waligora made a motion to accept the treasurer’s report and Mr. Smith seconded the motion. Motion passed unanimously.
PONDS
Mr. Onik reset the fuse for the electrical box at Twin lakes pond.
Both fountains will be removed before the end of this month.

COMMON AREAS AND LANDSCAPING
There will be one final cut for the year by Season’s.
Mr. Waligora will be removing branches in the north commons area.
Wilson Property Management will be asked to remove 2 apple trees from the north commons area.
Mr. Lawrence had left a message for Wever’s Tree Service but has not heard back from them.
Forever Green has been contacted and asked for an estimate bid to fertilize the ponds. Redwood was asked for an estimate for landscaping. The board will continue obtaining other estimate bids.

COMPLIANCE
Illegally parked trailers are being removed within the subdivision and Mr. Lawrence will check on other trailer violations and contact code enforcement.
Repeat offenders will be receiving a letter from our attorney starting in 2023.

COMMUNICATIONS
No new report.

ARC
No new report.

OLD BUSINESS
Town Manager Bob Volkmann has responded that he will be attending our annual meeting.

NEW BUSINESS
The annual meeting will be held in the same format as last year.
Any extra monies will be added to the reserves fund to be used for future projects.

ADJOURN
Mr. Waligora made a motion to adjourn and Mr. Onik seconded the motion. Motion passed unanimously. Meeting adjourned at 7:29pm.
The next monthly board meeting is November 21, 2022- 7:00pm at Rosati’s.

MONTHLY BOARD MINUTES FROM AUGUST 15, 2022
Mr. Smith made a motion to accept the minutes and Mr. Waligora seconded the motion. Motion passed unanimously

TREASURER’S REPORT FOR SEPTEMBER 2022
The following bills have been paid: NIPSCO $892.43, Google $5.99, Wilson Property Management $1,865.00, Robin Porter $986.43 (Kiddie Parade), Jim Onik $55.44 (postage and ink), Alison Dawson $200.00 (clean- up at 4922 W. 86th Pl.), Flanagin’s Mail Service $119.54 (newsletters) and Season’s $3,742.00.
Late payments amounting to $400.00 were received. An additional collection of $300.00 was received from our attorney.
A letter has been sent to the homeowner’s at 4922 W. 86th Pl. to pay for the clean up behind their home when their lawn care service dumped debris into the north common area. If payment is not received by November then the matter will be turned over to our attorney.
Mrs. Blair made a motion to accept the treasurer’s report and Mr. Wolfe seconded the motion. Motion passed unanimously.

PONDS
A homeowner has reported that there were trimmed branches left behind by Wilson Property management. Mr. Waligora will check on it.
A homeowner has expressed that she would like the board to look into the possibility of a sidewalk being placed along Pine Island Dr.
The breaker continues to be tripped on the fountain at Twin Lakes pond.

COMMON AREAS AND LANDSCAPING
Homeowner Faith Bernard reports that trees are coming down in her backyard. Mr. Lawrence has asked her to provide a plat survey to verify the responsibility for the trees but she has not done this as of this date.
Mr. Waligora has received a quote from a lawn care service. They charge $1,300 per cut. He is waiting to hear back from 2 other companies.
Overgrown weeds in the common areas are becoming an issue. A selective herbicide made need to be used to control it.

COMPLIANCE
Mr. Lawrence attended the Crime Watch Meeting for the Town of Schererville and spoke with Code Enforcement Officer DeCero with regards to compliance issues.
The Public Works Dept. has been maintaining the grass at8736 Mathews St.
Mr. Lawrence reminded a homeowner by Twin Lakes pond that they are not allowed to leave branches in the common area.
The homeowner at the corner of Mathews St. and 86th Pl. had cleared out some trees on his property and parked a camper and trailer in that area. He was told this was not permitted and he immediately removed them.

COMMUNICATIONS
The fall newsletter has been mailed/ emailed.
Signage for the annual meeting on October 18th has been posted.

ARC
Approval letters have been sent out.

OLD BUSINESS
Our attorney has stated that it would be difficult to enforce rental policies. The renters are still responsible for following the PIRCA by-laws and covenants.
Town official Jim Gorman had sent out an email stating that the taxes have been paid on the walkway by Clark Pl. Mr. Lawrence will look into obtaining the deed for this area.

NEW BUSINESS
Town officials will be sent an email inviting them to our annual meeting.

2022 August Minutes

MONTHLY BOARD MEETING
AUGUST 15, 2022

ATTENDANCE: Yolla Blair, Bob Smith, Jim Onik, Joshua Lawrence and Eric Waligora.

TOWN VISITOR: Town Councilman Caleb Johnson

MONTHLY MINUTES FROM JULY 18, 2022
Mr. Waligora made a motion to accept the minutes and Mr. Smith seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR AUGUST 2022
The following bills have been paid: NIPSCO $800.00, Google $6.00 and Season’s $3,142.00. There is an outstanding bill from Wilson Property Management that will be taken care of by Mr. Onik.
An additional $400.00 has been collected.
There are 23 unpaid assessments.
The proposed 2023 budget was presented to the board and includes increase in utilities, beautification/tree replacement and maintenance reserve. Annual assessments will be $125.00.
The lawn care budget may have to be increased. Mr. Waligora is in the process of receiving 3 proposals from other lawn care services.
Mrs. Blair made a motion to accept the treasurer’s report and Mr. Waligora seconded the motion. Motion passed unanimously.

COMMON AREAS AND LANDSCAPING
Mr. Onik repaired the lighting by the signage at Twin Lakes pond.
Mr. Onik asked the board to consider placing rubber mulch by the flower beds. He stated that it was economically feasible instead of placing natural mulch. Mr. Waligora and Mrs. Blair prefer to use the natural mulch in the flower beds. Mr. Lawrence stated that he did not have an opinion at this time and would want to acquire more information on possible effects of rubber mulch on flowers/plants.
Mr. Onik made a motion to place rubber mulching in the flower beds and there was no second motion.
Mr. Waligora stated that he would like for the natural edging on the flower beds to be re-done.
Mr. Lawrence tried contacting Season’s to complain about the weeds in the playground areas but has not heard back from them. This has been an ongoing issue over the years.
There was a large hornet’s nest found by a tree that was removed in the north common area. The board will look into how to safely remove it.

PONDS
Mr. Lawrence sent a videotape of the fountains when the lights were on and noted that they were not all functioning. The lights for the fountain in Twin lakes pond is not under warranty but the one in Tree Branch pond is still under warranty.
Mr. Lawrence made a motion to follow up with the company with regards to the nonfunctioning lights and be there to visually inspect the fountains when they are removed. Mr. Waligora seconded the motion and motion passed unanimously.

COMPLIANCE
There have been complaints from homeowners with regards to excessive noise in the area. Mr. Lawrence believes that the area where the noise is happening has improved and requested that the homeowner bring in evidence.
Mr. Lawrence will contact Code Enforcement Officer DeCero about the upkeep of abandoned homes.

COMMUNICATION
The newsletter with the proposed budget will be emailed/mailed out next month.

OPEN FORUM
Councilman Johnson reported that the corner of Burr St. and 91st is being reconfigured so that it ends in a 90 degree angle.
Town of St. John is widening 91st St. and hopefully town of Schererville will follow in doing the same.

MONTHLY MINUTES FROM JUNE 20, 2022
Mr. Waligora stated there was a grammatical error in the adjourn section.
Mr. Onik made a motion to accept the minutes with the above amendment and Mr. Smith seconded the motion. Motion passed unanimously.

TREASURER’S REPORT FOR JULY 2022
The following bills have been paid: NIPSCO $572.82, Google $6.00, Season’s $3,742.00 and Aquatic Weed Control $1,543.48 (2nd half payment).
There are 24 unpaid assessments and an additional $300.00 was collected.
Mrs. Blair made a motion to accept the treasurer’s report and Mr. Waligora seconded the motion. Motion passed unanimously.

PONDS
Mr. Lawrence will contact Season’s to remind them again to clean up the weeds in the playground areas and around the ponds.
Half of the fountain lights at Timber Leaf pond appear to be out and will need to be addressed.
The solar lights at the Twin Lakes entrance sign have been tampered with and damaged. Mr. Smith and Mr. Onik will attempt to repair it.

COMMONS AREA AND LANDSCAPING
Mr. Onik still intends to hire the 2 individuals to clean up the dumped branches from the homeowner’s lawn service.
The company paving the roads in the subdivision damaged a large tree branch by Tree Branch pond. Mr. Lawrence will contact the Public Works Department to address the issue.
Mr. Waligora will be contacting Wilson Property Management for a price to remove a downed tree along the creek in the north commons area and to clean up other areas.

ARC
Fencing and a pool were approved.

COMPLIANCE
Code enforcement will be notified again about broken down cars in driveway on 87th Ln.
Mr. Lawrence will notify the Public Works Dept. of the need to mow by the waterway at 84th Pl. and Porter Pl.

SPECIAL EVENTS
The Kiddie parade was enjoyed by all who participated which included approximately 20-25 children.
The board has not yet received receipts from the homeowner/organizer Robin Porter. The board would like to thank her for all of her efforts.
